Build non-root Charts Docker Image

Deploying the MongoDB Charts Docker image into a security context aware/restrictive Kubernetes (OpenShift) environment requires elevated service account policies. Specifically, the requirement to run processes as root are not available in the default policies for OpenShift. The request is to redesign the Docker image to run all processes under a non-root user.
