project stream processor owner has user creation privilege

Excessive Privileges in the "Project Stream Processing Owner" Role: The default Project Stream Processing Owner role grants database access management privileges, which permits end users to create database users (including SCRAM and X.509 credentials). This capability bypasses segregation of duties and introduces a high risk of unauthorized credential creation and potential misuse.
    we need alter solution for both the options

    edited this so that it represents 1 issue which is the project stream processing owner user creation privilege issue. Made a separate one for project api keys making cross project connections which is resolved.
