Aggregate CPU utilization % is the most important CPU metric, because it determines if/when you've exhausted your CPU capacity, whether on burstable instances (at 20%) or non-burstable (at a 100%). Those ceilings (20%, 100%) refer to aggregate CPU utilization, not any component thereof.

Currently your "Normalized System CPU" chart shows components of CPU utilization (user, kernel, etc) but not the aggregate, which is the most important.
