Allow maintenance window definition per cluster

Currently maintenance windows are defined per project. With multiple clusters in a project, maintenance will be performed at the very same time. We would like to space out maintenance windows per cluster in the same project, to prevent replica set election on multiple clusters taking place simultaneously.

    Given that each cluster experiences ~1 hour of degraded performance post-maintenance (cold cache), having all clusters restart at the same time creates compounding risks:

    Cascade effect: If services depend on multiple MongoDB clusters, all of them hit cold cache simultaneously → amplified latency across the entire system
    Troubleshooting complexity: When all clusters show degraded metrics at the same time, it's harder to isolate which one is causing downstream issues
    Blast radius: Any maintenance-related incident affects 100% of our MongoDB infrastructure at once

    We have been waiting for this feature for more than two years now. We get maintenance scheduled in flight and aren't happy with it. For Black Friday, we have always gotten in contact with support to effectively disable maintenance on all our Atlas Projects.
