Package On-Prem Charts without Docker

Create an installation package of MongoDB Charts that does not run in a container.

    Charts on-prem is going to be discontinued from September 2021, so we won't be investing in changes to the installation/hosting approach.

    We do not wish to be limited by Third Party tools like Dockers to work with Charts. This should be able to work independently and be able to work on any platform.
