Support split horizons in a replicaset without TLS

What problem are you trying to solve?

Making it easier to use the split horizons feature

What would you like to see happen?

Describe the desired outcome or enhancement.

It would be nice for it to be supported even without TLS. It currently only really needs TLS for SNI, if the MongoDB wire protocol be extended to include the server name (Like the HTTP host header) it can be implemented based on that.

It would in general be nicer if the feature would be documented for those wishing to configure it themselves, it is currently kinda hidden.

Why is this important to you or your team?

Explain how the request adds value or solves a business need.

Makes it easier to setup split horizons to be able to connect to MongoDB replica sets in Docker/Kubernetes

What steps, if any, are you taking today to manage this problem?

Setting this up using TLS, or not setting this up at all, which means users need to use directConnection, or connect from a machine within the Docker/Kuberenetes network.
