allow atlas search for serverless instances

As of now, atlas search is not allowed for serverless instances, but many people using serverless instances and they atlas search to perform some advanced search queries.

Alert configurations should be unique

Atlas allows for the creation of duplicate alerts. Alert configurations should be unique such that exact duplicate configurations are prevented from being saved.

mongodbatlas_cloud_backup_snapshot_restore_job should wait until the restore operation is complete

mongodbatlas_cloud_backup_snapshot_restore_job creates a job and returns immediately , but I think it should wait until the restore operation is complete. just like mongodbatlas_cluster that waits until the cluster is in ready state.
