Support scoped permissions to online archive

Currently it is not possible to add a Mongo user with "scoped" permission to an online archive instance. This should be supported for tighter access control. Details here: https://support.mongodb.com/case/01376416

Add Multi-Factor Authentication settings to be managed via Atlas CLI

At the moment, there is currently no method to manage or view Multi-Factor Authentication settings via the Atlas CLI. The alerts set in this moment to control MFA seem to be quite poor and it is not possible to get specific information about users.

Preserve Oplog upon storage downgrade in Azure

Oplog was wiped out upon storage downgrade from 128Gb -> 16Gb, even though the database size incl. oplog was less than 2-3Gb. Please change the downgrade procedure to NOT wipe out the oplog. This was tested/experienced on Azure.

Make the Go driver interface based so that it can be easily mocked for unitTests.

Provide interfaces for driver classes that can be used to mock the database for unit tests. Along the lines of what AWS does for its services: https://aws.amazon.com/blogs/developer/mocking-out-then-aws-sdk-for-go-for-unit-testing/

Add option to alert on "degraded" state of cluster

I would like to setup an alert for the cluster state 'degraded', which isn't available as an option at the moment. Could you consider adding this as an option?

Update to two binding accounts in the config file for LDAP.
